The original building was 35 units and well located in a lovely residential neighborhood just a half mile from Lake Merritt and 2 miles from downtown Oakland. The completed building provides 31 permanently affordable apartments (including a manager's unit) consisting of 26 one-bedroom units and 5 two-bedroom units as well as a 3,700 square foot spacious landscaped garden and patio. The new community room, located at the courtyard level, is approximately 500 square feet. There is also a laundry room, kitchen area and TV lounge as well as a computer lab. The courtyard level also includes a services office and the on-site property manager's office. A resident manager lives onsite. The scope of work for the renovation focused on remodeling and renovating apartments as necessary, seismic upgrade of the soft story condition, wheelchair accessibility, exterior facade upgrades, repair and replacement of select building components, replacement of fixtures and heating systems, addition of solar panels, replacement of the deteriorated stairway and walkway, roofing and landscaping. The project was recognized for its green building features by the Pacific Coast Builders Association, Enterprise Green Grant Program, and received a Build It Green Score of 116 in the Existing Multifamily Home Pilot Program. |

The complex consists of individual studio apartments in a small housing complex comprised of four buildings, adjacent but separate from the Fred Finch Youth Center campus. The setting is very suburban, on a quiet street in Oakland, CA. Tenants pay 30% of their gross income towards rent. Any services tenants receive are voluntary. Nearly 40% of Coolidge Court tenants are enrolled in college with a vast majority of tenants working part-time (25 to 30 hours per week), in school part-time, or a combination of the two activities at any given time. Most jobs tend to be in mailroom settings or offices, or doing baking or massage–employment areas with which the vocational rehabilitation department has significant experience. Of those participants in school, many are studying computer-related topics, the trades, or are in film school. There are 1 to 2 move-outs per year, with tenants having an average length of stay of 4 to 5 years. |

This innovative community is constructed using sustainable building methods and will incorporate a number of features to ensure its long-term energy-efficiency and sustainability. The development includes an on-site community room, landscaped central courtyard, and raised gardening beds for resident use. The City of Fremont Human Services Department - Senior Support Services Division will provide service coordination to identify needs and connect seniors with community-based services. For nearly 40 years, On Lok Senior Health Services has helped the older members of our community maintain independence and dignity. On Lok Lifeways innovated the PACE model of care, a customized, community based health care service delivery model which integrates comprehensive medical care, social services, meals, transportation and home care. Designed to help the oldest members of the community remain living in their own homes while receiving essential services and support, the On Lok Lifeways Program is currently meeting the needs of seniors at 10 Bay Area centers. The lighted grounds and parking areas are easily accessible and the entire facility is fenced and protected by 24-hour security. The Orchards is developed especially for seniors in its location near services and the universal design features that are adaptable to residents with disabilities. The building’s design includes a variety of common interior and outdoor spaces where both casual and organized social activities can take place. The building includes a spacious lobby and mailbox area where residents can wait for transit or sit and enjoy the neighborhood. The Orchards has a large secure outdoor terrace with seating areas and a variety of fruit trees and native plants. The residents can also plant their own small gardens in the community vegetable beds. The Orchards includes many green features that enable it to operate efficiently and with a small environmental impact. Primary features include the photovoltaic panels and the bioswale that naturally cleans and disposes of the water runoff. |

The rehab added a high-tech security system and a Town Center, a recreational center, a community building, tot lots, a pool and three basketball courts. Acorn offers a Computer Learning Center as well as a network connecting individual computers within each home. HUD honored the project with a 1999 Best Practices Award. |

It is a model of community housing: intergenerational, families and singles, and people with and without disabilities living together. The Universal Design principles incorporated into this 27-unit development allow everyone living at UNA to enjoy visiting each other and using all community facilities. Universal features include one-story living; wide doorways and hallways; low countertops, cabinets, and keyholes; extra floor space to accommodate a wide turning radius; pull-out cutting boards; stoves with controls on the front; push/pull lever faucets; and roll-in showers. Shared open space includes a play structure for children and the 4th floor terrace, which commands sweeping views of the Bay Bridge and the Golden Gate Bridge. Hearth Homes Community Building is the development partner and its founder, Sue Siegel, was the inspiration for the project. |
Valdez Plaza

Valdez was originally financed through the U.S. Department of Housing and Urban Development (HUD) 202 program and has been providing service-enriched affordable housing for over 30 years. At one time, Valdez provided both affordable independent and assisted living to senior residents. While the assisted living services did not continue, the building contains a multitude of common areas. Over the years, these spaces have provided opportunities for a computer learning center, a resident art program, and large community rooms. In September 2010, Satellite refinanced the existing HUD 202 mortgage with a 223(f) FHA-insured mortgage with Johnson Capital. Proceeds from the refinancing were used for the following scopes of work: Energy efficient double-glazed windows; Renovation of common area, lobby area and restrooms; Accessibility upgrades; Upgrades to life safety systems; Drought tolerant landscaping; New exterior paint. Additionally, the 223(f) program enabled for proceeds to be deposited to the property’s replacement reserve account to be used for improvements to be implemented over time. The rehabilitation was completed in November 2011 and has enabled the property to continue providing permanent, accessible, affordable senior housing. |

The development is designed to meet the special physical needs of seniors, including all private and common space designed to be wheelchair accessible/adaptable. Amenities include a centrally located 2,161 s.f. community building, a patio opening onto the community room, landscaped gardens with a selection of aesthetically pleasing plants, a separate tenant garden, and seating areas scattered throughout for individual enjoyment of trees and flowers or for small gatherings. |

Walker Landing

Location: Hayward, CA - 94545 Contact Phone: (510) 780-9127 Details: Eden Housing, Inc. partnered with La Vista, LLC (an affiliate of The DeSilva Group) and the City of Hayward to develop Walker Landing, a 78-unit affordable apartment complex at the northern end of Hayward's Mt. Eden neighborhood. This development was created as a result of the inclusionary housing policies of the City of Hayward, which resulted in the partnership between Eden, LaVista, LLC and KB Home. LaVista and KB provided the land and other support for Eden to construct the project. Eden was able to leverage this support and secure additional financial support for the development from Union Bank of California, U.S. Bancorp Community Development Corporation, the State of California's Multifamily Housing Program, and an Affordable Housing Program loan through Silicon Valley Bank. Walker Landing includes nine apartment buildings arranged around three courtyards. A central community building and large landscaped courtyard anchor the development. The residential buildings are two-story townhouses and flats. The development includes a resident community room that opens onto a central courtyard, outdoor seating and play areas, and barbeque and picnic areas. Smaller courtyards located throughout the development supplement this central common space. All units also have private open space in ground floor patios or second story balconies. The community room and computer learning center are used for resident activities and programs such as technology education and after-school and summer enrichment youth programs which are provided by Eden Housing Resident Services, Inc. The community room is located so that it can be opened up to the larger community as needed. The development's property management office is also located there. Surface parking is located in the back of the development and along two entries from North Lane. Carports are provided along the rear property line to buffer the residential property from the adjacent light industrial use, and to minimize their visibility from North Lane. Additional emergency vehicle access is available off of Saklan Road. The site is located within walking distance of Greenwood Park. Walker Landing families have convenient access to affordable public transportation on Winton Boulevard. Children living at Walker Landing attend Eden Gardens Elementary, Ochoa Middle, and Mt. Eden High School, all within the Hayward Unified School District. Each apartment is equipped with an Energy Star rated dishwasher, refrigerator, oven, and range with hood. An energy conserving design contributes to the development's affordability for residents, as well as long term benefit to the immediate environment. Walker Landing is named in honor of James Alonzo Walker, a long-time Eden Housing board member and dedicated and active volunteer in the Hayward community. |
