Details: Roizman successfully bid for this 163-unit complex at a HUD foreclosure sale and completed the $5.6 million gut rehabilitation in four months. Roizman was able to structure a financing package, including a HUD insured first mortgage and tax credit-derived equity, and close in a timely manner. At the time of acquisition, the development was over 60% occupied, consequently temporary relocation was necessary during the implementation of the rehabilitation.
