Property Description:: Roizman successfully bid for this 163-unit complex at a HUD foreclosure sale and completed the $5.6 million gut rehabilitation in four months. Roizman was able to structure a financing package, including a HUD insured first mortgage and tax credit-derived equity, and close in a timely manner. At the time of acquisition, the development was over 60% occupied, consequently temporary relocation was necessary during the implementation of the rehabilitation. Redevelopment of the Flipper Temple Apartments involved extensive dialogue and negotiations with individual tenants and existing Tenant Association regarding the phasing and implementation of a temporary relocation plan. Resident input was sought in all phases of the redevelopment, including design, management and relocation, and social/economic services. The residents are continuously involved, particularly in planning and implementing community events and programs.
