Abel Gonzales Apartments

Location: San Francisco, CA - 94110 Contact Phone: (415) 641-8003 Details: Abel Gonzalez Apartments is a 30-unit apartment complex for seniors built by Mission Housing Development Corporation in 1992. The building is a four-story, over basement, reinforced concrete, steel frame structure intended to be fireproof. The 65′ x 115′ rectangular lot is on the east side of Capp Street between 25th and 26th Streets. The original design style was Classical Revival/Industrial, however this style was altered in the transition to an apartment building. Now clad in brick and smooth stucco, the primary façade faces west and includes eight structural bays. Decorative features at the primary façade include rusticated pilasters at the building’s corners, sill courses at third-story windows and an intermediate fretted cornice between the third and fourth floor. The primary façade terminates in a bracketed cornice. Windows on the north façade retain the exterior roll-down shades, hood and rails. A large common area, serves as kitchen, recreation room and space for community meetings. Color coding of each floor assists seniors in identifying their floors. The colors also help reduce the institutional feel often pervasive in multi-unit senior housing. |
Alcantara Court

The builder was James E. Roberts-Obayashi Corporation General Contractors. The designers were architects Daniel Solomon, Anne Torney, and John Ellis of Solomon E.T.C. The 20,000 square foot site consists of two 4-story buildings around a mid-block courtyard. Amenity spaces - a large multi-purpose community room with kitchen, a physical therapy room, a library, and a community garden - were located on circulation routes. This arrangement encourages seniors to come out of their units and participate in the social life of the building. Laundry facilities and a parking garage are also found on the premises. The landscaped open areas of the complex feature planted areas with palms and columnar trees, and a central garden courtyard accessible to all residents for outdoor gatherings and casual seating. Residents find gardening in the smaller planting areas is therapeutic. |
Alexander Residence

Location: San Francisco, CA - 94102 Contact Phone: (415) 441-0260 Details: Affordable housing at the Alexander Residence, which has operated as a HUD-insured Section 8 senior building for over 25 years, was put at risk when the prior owners were given the right to pre-pay their mortgage and opt-out of the Section 8 program. In December 2000, TNDC, in partnership with the San Francisco Redevelopment Agency (SFRA), purchased the Alexander Residence to prevent the displacement of the building’s tenants and insure long-term affordability. SFRA owns the land, while TNDC owns the building and leases the land from SFRA. Continued affordability will now be guaranteed for 99 years. The renovation of the building, financed by SFRA (a commercial loan) and Low Income Housing Tax Credits, included system upgrades, fire and life safety improvements, accessibility upgrades, and quality of life improvements. It was completed in 2004. 18 units are designated for Housing Opportunities for People with AIDs (HOPWA) eligible tenants. The project also created a new commercial space and a new multi-purpose room for tenant use. |

Financing was through tax-exempt bonds, as issued by the Redevelopment Agency along with a letter of credit from Citibank, and 4% Low-Income Housing Tax Credits. The majority of the residents in this 100% Section 8 building are seniors and the other residents are non-senior persons with disabilities. The building received an upgrade to all its major systems including electrical, heating and ventilation, plumbing, and its two elevators, as well as significant structural improvements. The units received a “kitchenette” that includes a sink, refrigerator, microwave and storage cabinets. TNDC provides a social worker and activities coordinator to support the resident population. |

Both were completed in 1976. The original design architect for Esperanza was Burger & Coplan; the contractor was Mapco Construction. The development features a landscaped garden terrace and a community room. The garden courtyard provides a quiet, secure space to warm in the sun or enjoy lunch with neighbors. The entire Esperanza Apartments complex was completely refurbished in 2015. Residents were relocated and their furnishings put in storage as construction crews moved from building-to-building. Units were gutted down to the frame and modernized with new appliances, woodworking, flooring and ventilation. Asbestos mitigation was performed, and upgrades to energy, lighting, insulation and water efficiency were made. Improvements were also made to the exterior, common areas and the garage. BASIS Architecture & Consulting designed the refurb. Nibbi Brothers General Contractors was in charge of the 100% union construction job. The rehab was accomplished with zero public funds. After the preservation undertaking was completed, Mission Housing staff, local dignitaries, builders and others attended a re-dedication ceremony that celebrated the completion of the Esperanza and Colosimo complexes. |

This senior housing facility holds fifteen seniors in nine bedrooms, with a 24-hour around the clock care. Autumn Glow has three private and six semi-private bedrooms in a two-story Victorian building. This assisted living facility also has a large room in the basement consisting of a dining room and activity center, common areas on each floor, and a rooftop garden. The facility offers 24 hour affordable housing and licensed quality care for the frail and disabled ambulatory and non-ambulatory residents. To qualify for the Autumn Glow Alzheimer’s Care Home, residents must be over the age of 60 and affected with Alzheimer’s Disease or dementia. Some of the original decorative plaster work has been integrated into the design of the public spaces. Green features include Energy Star rated appliances and energy-efficient lighting fixtures. Originally developed in the mid-1970s under HUD’s Section 236 program, the residents were under threat of displacement when the building was set to convert to market-rate rents in the late 1990s. The San Francisco Redevelopment Agency negotiated a purchase from the owner, but the purchase required leveraging major tax-exempt debt through a funding plan that had previously never been attempted and that required HUD approval. Chinatown CDC was selected by the residents and the Agency to be the developer. We worked with the Agency and HUD to solve the financing puzzle. We worked with the residents to devise a rehab and temporary relocation program that met their needs and helped prevent their displacement. Roofing, finishes, deck repairs, new cabinets and accessibility improvements were among the final building improvements. |

After over 20 years as a vacant lot, the site was purchased by the Archdiocese of San Francisco. The Archdiocese decided to develop an underground garage, and partnered with International Hotel Senior Housing, Inc. and Chinatown CDC to develop senior housing above. Another partner, St. Mary’s Chinese Catholic School, is building a school facility on the remainder of the site. The International Hotel now stands at fifteen stories of senior affordable housing development with many amenities for residents including a daily nutrition/activities program and a ground floor Cultural Center operated by the Manilatown Heritage Foundation. The building features design elements and art depicting the history and legacy of the International Hotel struggle. |

The building was converted to residential use in the mid-1970’s as affordable housing for the elderly and disabled. After 20 years as affordable housing, the project was threatened with rent increases to market rates that would have displaced the residents. Chinatown CDC worked with the tenants – predominantly Russian and Chinese speaking seniors – for years in preparation for this potential. Starting in 1996, working with the residents and the San Francisco Redevelopment Agency, Chinatown CDC made several efforts to purchase the building, finally succeeding in 2000 when SFRA was able to arrange the purchase of five buildings from the owner of Notre Dame. Chinatown CDC was selected to develop and rehab the property, and performed an extensive rehabilitation. The work was done with tenants in place, with all residents briefly relocated twice to other units in the building. Today the building houses over 250 senior residents. |

Increased energy efficiency and green building methods are also priorities. The total estimated development cost is approximately $56 million. Anticipated funding sources include tax-exempt bonds, 4% tax credits, and a seller carry back loan. |

The ground floor of this building includes a community room, laundry, and a tenant services office serving both properties. The rehabilitation of these buildings improved building safety, systems, and accessibility as well as providing safer, healthier and supportive living environments for low-income seniors. Funding was provided by the American Reinvestment and Recovery Act – Low Income Housing Tax Credit Exchange, San Francisco Redevelopment Agency, California Housing Finance Agency, and the US Department of Housing. |

The renovated building has been designated a San Francisco Historical landmark and a National Monument of Nob Hill. The YWCA Apartments is a HUD ( Section 202/8) subsidized housing facility for low income elderly, 62 years of age and older, and people with disabilities. The building consists of 97 units: 73 studio units and 24 one-bedroom units. Each unit has its own electric kitchen and bathroom and is equipped with 2 emergency pull cords that are linked to the front office. The apartments are unfurnished. The rent for the apartment is subsidized by HUD, usually ending up around 30% of the resident’s household income. Rent includes the cost of heating, water and trash disposal, but does not include telephone, cable or electricity. For the convenience of our tenants, laundry facilities are available. As a safety feature, access to the apartments is limited and staff is on site 24 hours a day to respond to all medical and other emergencies. The staff cannot administer medical aid, but can assist the resident in contacting family or calling for emergency aid. YWCA does not provide any health or living supportive services, and as such persons who sign a lease must be able to fulfill the term of the lease agreement with or without their own support. The YWCA Apartments has no housekeeping or nursing staff. |
