It was made possible thanks to the sponsors of the project, which include: the Spokane Housing Authority, equity investor Boston Capital and bond and construction financing provided by Banner Bank. Tenancy is restricted to households with incomes at or below 60% of the Area Median Income. Rents are also restricted by LIHTC rent limits.

Only one (1) 20 gallon aquarium per unit is allowed. Any animal deemed to be potentially harmful to the health or safety of others, including attack or fight trained dogs, will not be allowed. No animal may exceed thirty (30) pounds in adult weight.
