I'm a friend of a tenant and I visit all the time. They just don't want the state or someone high up to investigate. Can't really blame the manager since he's been working for only 4 months. But the people who run it, are running it down. Their other properties in Montana and Idaho look alot nicer. Plus this management is enforcing rules from different apartments in other states. Like this company says that a tenant can only have a visitor for 7 days only. Which in Washington state it's 14 days. This company needs to obey by Washington state housing and tenant laws. I was shown paperwork from these apartments there is no rcw's and at a low income apartment they charge $505 for a pet deposit. That's a rip off. Writing evictions on some tenants for petty BS. But allowing other tenants to break rules and let's them smoke within less then 25 ft which the rules is at least 25 feet away from the door. But it's cause there is some favored tenants that should of been evicted years ago, since all they do is harass new tenants to the point the new people move. They have also been known to harass other tenants visitors. They hound and stock the new tenants. But they never get evicted or they never get a warning. It's not right they allow this behavior. It's supposed to be a none discriminative environment for, the elderly, mentally handicapped and people disabled do to mental health. Which this place is not suitable, comfortable, or safe especially for the mental health. This needs fixed asap before government officials get involved. But it most likely won't it's sad. Why is the management just now using work orders and telling people if they don't fill them out they will be charged for damages, but in reality the Columbia court apartments have been neglected by the management this whole time. The management does not repair any and they don't shampoo the carpets if needed before new tenants move it. They won't repair the windows or update them. Alot of the windows leak air, are growing black mold, and are about to fall out. The property manager is calling people that live at a place that's for seniors, the disabled, and the handicapped lazy, which is a form of discrimination, expecting them to do the work to repair the apartments, which is the managements duty period. This place is being treated like a communist slum which is illegal in the State of Washington. Hello Watkins development stop scamming the tenants and stop stealing the maintenance money that's paid by tax payers. Watkins development you are going to be turned into the state and you won't win. The main manager is never hear. Maybe once a year and she has a right to enforce illegal rules on tenants. She's allowing the landlord to do what he wants, and he will argue with the tenants when they know and tell him what he is doing is illegal. The landlord is mental disabilities that cause him to go off on tenants, and he's never had any manager experience what so ever. He doesn't know how to fix anything, he's complaining to the management development and blaming the tenants for the damages and problems that the landlord hasn't or won't fix at all. The big wig Carly is probably scamming money, she's attacking a tenant trying to add on more money to her bill, without her knowledge and before the lease has ended. She also keeps trying to tell tenants they can't have company over for more then 7 days, that's a lie and illegal because Washington state law it's 14 days. They have also charged tenants a pet deposit even if they have proof of it being a emotional support/service dog which is illegal. They are also allowing the landlords sister, to collect rent, to read private information that is supposed to between the landlord and tenant by law, and the big wig is paying her under the table through pay the landlord which is federally illegal and that will be turned it also to the state. The state will be informed.

He has walked into rooms without Knocking or a notice. Enforcing illegal evictions. Targeting tenants without proof. But the manager's grandma lives here let's her break rules like smoking inside which is against the rules. But he kicks everyone else out or fines them for it. He is not repairing anything that is needed. He is neglecting tenants. The manager has his sister which is not an employee handle the paperwork that has the tenants private information. He has his sister help collect rent. The manager brings his non employed sister during inspections. The sidewalks are unsafe to walk on. His name is Matthew Adams. They are trying to enforce Montana rules and rules that go against Washington state tenant laws.
