Details: NEDU (Northeast Dale-University) is a coalition of Frogtown-area community organizations. NEDU had developed a vision for transforming the blighted northeast corner of University and Dale into the centerpiece of neighborhood revitalization efforts. NEDU’s vision was a mixed use complex. They would manage the business space at street level, and a partner would develop and manage senior apartments above. But who would that partner be? NEDU explored a number of options and chose us. “Episcopal Homes has an excellent reputation for doing quality affordable senior housing projects,” says Dr. Beverley Oliver Hawkins. “We invited them to become our housing partner in mid-2007, and their success with securing federal funding has been instrumental in making our vision a reality.” In January 2009, the U.S. Department of Housing and Urban Development (HUD) awarded Episcopal Homes a $6.4 million grant for the affordable senior housing portion of what will be called Frogtown Square. The City of Saint Paul is also providing about $3 million in land and grants, and additional funds are anticipated from other sources. “Kings Crossing apartments at Frogtown Square is our third HUD project,” says Episcopal Homes president Marvin Plakut. “We are honored that HUD awarded us this grant, appreciative of the ardent support that our partnership with NEDU has received from the mayor and city officials, and grateful for this opportunity to advance our mission of providing high quality housing for low-income seniors in our city.”

Details: Lyngblomsten Apartments, Inc. operates under section 8/202 of the U.S. Department of Housing and Urban Development (HUD). This is a type of affordable housing designed for low-income individuals who are elderly. The Department of Housing and Urban Development (HUD) 202 Program offers rental assistance for seniors who meet the requirements of the federal program. Rent subsidies are based on a resident's adjusted gross income. This means that the adjusted income of tenants must not exceed 30 percent of the monthly rent (which means that qualified tenants are required to pay 30 percent of their income toward the monthly rent, which is determined by HUD). That amount is subject to change. Information regarding income and assets is a part of the application process. Applications are assigned a waiting list number upon receipt by housing staff. Applications are considered in order as vacancies occur. Applicants must be 62 years of age or better. Security Controlled-access entrances An emergency nurse call system in each apartment alerts the housing staff and the Lyngblomsten Care Center staff to medical emergencies. A well-lit parking area at the front entrance Services/Programming Tenants are offered a 3-course midday meal prepared by a professional chef in the community dining room 7 days a week (20 meals month/minimum required; there is a meal program fee in addition to the monthly rent). Home Health Services can be purchased to assist with additional needs a tenant may have. One option is to use Lyngblomsten’s Home Health Service, available 24 hours a day (additional fee applies). Recreational and educational programs and activities are developed with respect and dignity for the whole person. These special programs and activities are included in the rent. Weekly on-site services include dairy delivery and a mobile post office. Additionally there are weekly group shopping trips with the Lyngblomsten bus. Apartment Features All apartments have a full kitchen with a stove and refrigerator, a bathroom with a shower/tub, carpeting and drapes. Each apartment is equipped for a room air conditioner. Eight of the apartments are designed for mobility-impaired persons. There are six two-bedroom units. HUD requires that they be rented by at least two people. Married couples who want the unit must provide a physician's statement reflecting a medical need. Building Amenities Common areas (including the dining room and lounge areas) are centrally air-conditioned. Coin-operated washers and dryers are located on three floors of the seven-story building. There are lounges on every floor. The building also has a recreation room with kitchenette, a crafts/project room, and a library for tenants' use. City bus stops are just two blocks away with easy access to local churches and shopping. An enclosed concourse connects the Apartments to the Lyngblomsten Care Center (with access to the Newman-Benson Chapel, Lyngblomsten Gift Shop, Beauty/Barber Shop, therapies and massage, etc.), The Heritage (apartments), and to the Lyngblomsten's 5-5-1 Club & Café community center. Tenants have access to all of Lyngblomsten’s campus amenities. [link to campus amenities page] Staffing Manager, administrative assistant, service coordinator, housekeeper and maintenance are on duty 8 a.m. to 4:30 PM weekdays at the Lyngblomsten Apartments.
