Details: Telesis Corporation and the residents of Second East Hills are investing $45 million in the rehabilitation and revitalization of the Second East Hills neighborhood, a distressed 326-unit multifamily, very low-income housing development in the City of Pittsburgh. In 2001, Telesis obtained $19.5 million in financing through a unique partnership with the county, city and state, for the acquisition and renovation of the first phase of development, which includes 117 units as well as the construction of a multi-purpose community center. Construction is well underway on the townhouse units and will be completed in the Spring of 2006. An additional $14 million in financing was obtained in 2005 for the acquisition and substantial renovation of the second phase of development. This phase includes 83 apartment units and construction began in June 2006. The last phase of development should be underway in early 2007. Today, residents of Second East Hills are working together to implement youth and adult programs to be housed in the new multi-purpose community center, which includes a computer lab, health and wellness center, assembly room and office space. Telesis’s contractor has hired 25 local residents to work on the construction of the initial phase. Another 80 youth will receive training in construction and also receive basic educational services as part of a $1.3 million Youthbuild grant secured with ACTION Housing that focuses on the East Hills neighborhood. The community also participated in building their own playground in October 2005.

An additional $14 million in financing was obtained in 2005 for the acquisition and substantial renovation of the second phase of development. This phase includes 83 apartment units and construction began in June 2006. The last phase of development should be underway in early 2007. Today, residents of Second East Hills are working together to implement youth and adult programs to be housed in the new multi-purpose community center, which includes a computer lab, health and wellness center, assembly room and office space. Telesis’s contractor has hired 25 local residents to work on the construction of the initial phase. Another 80 youth will receive training in construction and also receive basic educational services as part of a $1.3 million Youthbuild grant secured with ACTION Housing that focuses on the East Hills neighborhood. The community also participated in building their own playground in October 2005.

All apartments have a full kitchen, bath, and living room and are 504 square feet in size. All are wired for HD cable television. Each unit has a full-size balcony, 20-feet long by 5-feet wide. The North-facing apartments overlook the quiet residential neighborhood of Spring Hill. The South-facing apartments have a commanding view of the Allegheny River Valley, from Pittsburgh’s Golden Triangle to the west to the Highland Park Bridge to the east. Two recently modernized elevators serve all floors of the building, which contains the Caligiuri Commons Room for parties and recreational activities, a first-floor lobby, a full laundry, a billiard room, and computer room with free internet access. Individual mail boxes for each apartment are conveniently located between the first floor lobby and the elevators. The on-site managers can be reached seven days a week. Entry to the apartment building itself is by a Fob Keyless system, monitored by security cameras. Entry to each apartment unit is by a separate key. Guests and workmen can call individual apartments from the front door and be “buzzed in” by residents, who can monitor the lobby entryway on their television sets (Channel 952). Security cameras also monitor the resident’s parking lot and entrance sidewalk. Weekly activities, ranging from bingo, to a grocery trip, to an exercise class, to a Wii bowling league, are offered throughout the year. St. Ambrose Manor is certified by the U.S. Department of Housing and Urban Development (HUD) as approved housing for adults over the age of 62 or the mobility impaired. All rent, including utilities, is subsidized based on income.
