The adaptive use of this building provides another example of MHDC combining scarce public dollars with valuable private resources to create new housing units in the Mission District. The building had previously been a telephone switching station, but was vacant for several years prior to the transfer of ownership to MHDC. The Abel Gonzalez project was the recipient of a 1994 National Association of Housing and Redevelopment Officials (NAHRO) award for Economic Revitalization.

Details: Alcantara Court, completed in 1998, provides 50 rental units for seniors. Details: Acquired from Citizens Housing Corporation in 2010, Buena Vista Terrace is an adaptive reuse of the abandoned Third Church Christ Scientist building in the Haight-Ashbury neighborhood, illustrating the innovative ways in which modern building technologies can be fused with old styles. The project restored the historically-significant exterior of this circa 1915 Romanesque Revival-style church while four stories of studio and one-bedroom apartments were constructed within the building shell. The Archdiocese decided to develop an underground garage, and partnered with International Hotel Senior Housing, Inc. and Chinatown CDC to develop senior housing above. Another partner, St. Mary’s Chinese Catholic School, is building a school facility on the remainder of the site. The International Hotel now stands at fifteen stories of senior affordable housing development with many amenities for residents including a daily nutrition/activities program and a ground floor Cultural Center operated by the Manilatown Heritage Foundation. The building features design elements and art depicting the history and legacy of the International Hotel struggle.

The Senior Center Program on the second floor, providing meals, social, educational and recreational activities, is open to seniors who reside in the center as well as those who live in the surrounding community. Although the facilities are first rate, it is truly the residents that make Lady Shaw exceptional. Seniors enjoy independence while having the opportunity to engage socially with their peers. The grounds of Lady Shaw are often filled with gentle sounds of joy and laughter from seniors enjoying a game of mah-jong, singing class or tai chi. Details: Namiki Apartments is a senior affordable housing development originally built in 1978 under HUD’s § 236 program. After twenty years as affordable housing, the 236 loan could be prepaid and rents raised to market rates. Upon learning of this potential fate, the Namiki tenants worked to receive an organizing grant from the SF Redevelopment Agency to maintain the building as affordable housing. As part of this process, the tenants chose Chinatown CDC to acquire the development. Working closely with the owner of the Namiki, Chinatown CDC developed a plan to preserve the building as an affordable housing resource for the community. Chinatown CDC officially acquired the property in 2001, performing needed repairs to balconies, kitchens and community areas while helping residents retain their homes.

Details: Notre Dame Apartments was originally constructed as a sanitarium in 1909, eventually becoming a hospital with additional wings added in the 1920s and 1950s. The building was converted to residential use in the mid-1970’s as affordable housing for the elderly and disabled. After 20 years as affordable housing, the project was threatened with rent increases to market rates that would have displaced the residents. Chinatown CDC worked with the tenants – predominantly Russian and Chinese speaking seniors – for years in preparation for this potential. Starting in 1996, working with the residents and the San Francisco Redevelopment Agency, Chinatown CDC made several efforts to purchase the building, finally succeeding in 2000 when SFRA was able to arrange the purchase of five buildings from the owner of Notre Dame. Chinatown CDC was selected to develop and rehab the property, and performed an extensive rehabilitation. The work was done with tenants in place, with all residents briefly relocated twice to other units in the building. Today the building houses over 250 senior residents.

Details: Affordable housing at the Alexander Residence, which has operated as a HUD-insured Section 8 senior building for over 25 years, was put at risk when the prior owners were given the right to pre-pay their mortgage and opt-out of the Section 8 program. In December 2000, TNDC, in partnership with the San Francisco Redevelopment Agency (SFRA), purchased the Alexander Residence to prevent the displacement of the building’s tenants and insure long-term affordability. SFRA owns the land, while TNDC owns the building and leases the land from SFRA. Continued affordability will now be guaranteed for 99 years. The renovation of the building, financed by SFRA (a commercial loan) and Low Income Housing Tax Credits, included system upgrades, fire and life safety improvements, accessibility upgrades, and quality of life improvements. It was completed in 2004. 18 units are designated for Housing Opportunities for People with AIDs (HOPWA) eligible tenants. The project also created a new commercial space and a new multi-purpose room for tenant use.
